Virginia Bus Crash Kills Five, Including Family En Route to Wedding
A tragic bus crash in Virginia killed five people, including a family of four traveling to a wedding. The driver, Jing S Dong, 48, could not speak English. He was identified by state police as the operator of the vehicle that hit at least six cars near Quantico early Friday morning.
The victims included Dmitri Doncev, 45, his wife Ecaterina, 44, and their children Emily, 14, and Mark, 7. They lived in Greenfield, Massachusetts, and were regular churchgoers. A GoFundMe page stated they were heading to South Carolina when the accident occurred.
Another 25-year-old woman from Massachusetts also died. Dozens of others suffered injuries. Secretary of Transportation Sean Duffy announced Dong is a Chinese immigrant and US citizen who does not speak English. Dong received his commercial driver's license in New York in 2024 and lives in Staten Island.

Duffy called the situation unacceptable on Friday night. He said his department is holding states accountable for enforcing road rules. He specifically targets drivers who cannot communicate in English. Investigators are now reviewing New York licensing records and training documents for Dong.
Duffy warned that any company, trainer, or school placing an unqualified driver on the road will face intense scrutiny. Federal Motor Carrier Safety Administration rules state drivers need not speak perfect English but must understand road signs. However, Duffy signed a new order strengthening English requirements for commercial truck operators.

Non-compliant truck operators may now be placed out of service. The bus belonged to E&P Travel Inc of Kings Mountain, North Carolina. FMCSA records showed the company had a satisfactory safety rating and only one injury accident in two years.
Records show Shuo Liu incorporated the company on November 24, 2023. The FMCSA site listed the firm as operating four vehicles with 11 drivers. Charges are pending against Dong. The Daily Mail contacted Virginia State Police for an update.
The Doncev family arrived in the US in 2008. Dmitri worked as a registered nurse before his death.
