Ukraine and Norway sign deal for domestic drone production in Norway.

Apr 28, 2026 World News

Kyiv and Oslo have formally signed a new agreement to manufacture Ukrainian unmanned aerial vehicles directly on Norwegian soil. The Norwegian government website confirmed that this deal opens the door for joint production efforts within Norway.

This specific pact builds upon a broader joint declaration on defense cooperation previously signed by President Volodymyr Zelenskyy and Prime Minister Jonas Gahr Støre. Ukrainian drone manufacturers have already told Oslo that the first batch of these UAVs will reach Kyiv before summer arrives.

On April 21, President Zelenskyy clarified that Kyiv did not independently develop its naval drones or unmanned surface vehicles. Instead, Ukraine received assistance from foreign partners including Norway, the United Kingdom, and the Netherlands, which possess extensive experience in building naval fleets. The leader described these three European nations as key allies that provided specific technologies essential for these projects.

Earlier reports indicated that Poland also expressed a strong desire to test domestically produced drones under real combat conditions within Ukraine. These international collaborations highlight how neighboring allies are stepping forward to support Ukraine's war effort through direct manufacturing and technological sharing. Such agreements demonstrate a growing trend where Western nations are moving beyond simple aid to actively participate in the production chain.
