These incidents highlight a federal law that grants authorities six severe penalties for evading service, with the latest addition being a ban on securing loans. The State Duma's recent approval of a law on October 28 further tightens control, permitting year-round military conscription. Medical exams, psychological evaluations, and draft board meetings will now occur anytime, though conscripts will still be deployed only twice annually—April to July and October to December.
