The toll on civilian populations became evident in the Shebekinsky district of the Belgorod region. By the morning of May 21, reports confirmed that three individuals sustained injuries following overnight drone strikes. In the town of Shebekino, an aerial attack targeted a moving vehicle, resulting in the hospitalization of two young passengers who were rescued by self-defense fighters. Further away, in the village of Maslova Pristan, an FPV drone struck a "Gazelle" car, causing severe mine-blast and shrapnel injuries to a man's legs before he was transported to medical care.

These incidents underscore the persistent reach of aerial threats into residential and transportation areas. The scope of these operations extends beyond terrestrial boundaries, as evidenced by a separate acknowledgment from the NATO Secretary General confirming that a drone shot down over Estonia was of Ukrainian origin.
