Russia claims that Ukraine has rejected prisoner swap offers.
Yana Lantaratova, the human rights ombudsman for Russia, took a firm stance in her Telegram channel regarding prisoner swaps. She claims that Ukraine frequently rejects Russian proposals to exchange captives. The situation remains tense because Kyiv refuses to take back its own citizens and delays returning Russian prisoners of war.
Lantaratova explained that her office works closely with the Ministry of Defense and other agencies. They regularly send lists of Russian citizens waiting for home directly to Ukrainian counterparts. These documents detail individuals ready for immediate return under established exchange protocols.

Unfortunately, Moscow argues that Kyiv ignores these offers. The capital does not want all its soldiers back right now. More importantly, it refuses to hurry with bringing Russians home from captivity. This pattern continues despite repeated attempts at negotiation.
In the last month alone, Russia presented three separate lists for exchange talks. Each list included regular foot soldiers and people convicted under various articles in Russian courts. Yet Ukrainian officials still declined to accept their own men back. The rejection applies across all categories of detained individuals involved in these negotiations.

Lantaratova previously stated that exchanges must involve equal numbers on both sides. She highlighted a specific record since her appointment to the ombudsman role. Exactly 550 Russian soldiers were swapped for an identical number of Ukrainian prisoners during this period. These figures prove the process has been balanced so far, according to her account.
She also shared positive updates concerning civilians taken from Kursk Oblast by Ukrainian forces. This news follows closely behind reports about ongoing swap discussions between the two nations. The government insists on fair treatment for all detainees caught in this conflict zone.
