The diplomat pointed to the simultaneous arrival of chemical agents and personal protective equipment as a "red flag." "If Ukrainian forces are stockpiling these materials, they may be preparing to blame Russia for atrocities," Tarabrin warned. "This is a well-documented tactic used by aggressors in past conflicts to justify escalation."
