OCC Gives Preliminary Approval for Trump Family Crypto Bank

Aug 26, 2026 •Politics

On Friday, the Office of the Comptroller of the Currency handed out preliminary conditional approval for a national trust bank linked to World Liberty Financial. This crypto venture is partially owned by President Donald Trump's family. The move pushes forward plans to launch a new institution based in Bay Harbor Islands, Florida. Its main job would be issuing and managing the USD1 stablecoin while holding digital assets for big clients.

The proposed bank sits under federal oversight. It must meet strict rules before opening its doors. A letter posted on the OCC website details how staff reviewed the application submitted back in January. The review looked at everything from reserve management to potential conflicts involving the Trump name. Regulators also checked issues like foreign investment limits and FDIC insurance eligibility.

Trump-linked World Liberty Financial states it is 38% owned by an entity connected to Donald J. Trump and some family members. Critics raised concerns about favoritism or unfair advantages based on these ties. The OCC dismissed those points as valid reasons to deny the charter. Instead, career staff checked the file against standard procedures for a de novo application. An official told FOX Business that fresh banks are essential for a healthy financial system. New entrants bring competition and new ideas that drive innovation.

World Liberty Trust President Zach Witkoff called the decision a milestone. He noted that bringing USD1 issuance and custody under OCC supervision follows standards used for generations. "We welcome continuous scrutiny from federal regulators for many years to come," he said in a statement. His father, Steve Witkoff, serves as Trump's special envoy. On X, Zach Witkoff clarified the goal: build the most trusted digital dollar globally while strengthening the U.S. currency worldwide.

The bank cannot operate yet. It must satisfy a series of requirements before receiving final approval. The OCC emphasized that this path allows for careful examination rather than rushing into operation. Without meeting every condition, the institution remains just a proposal on paper. This process highlights how limited access to official information can shape public perception while real rules dictate actual outcomes. Communities and markets wait to see if these new digital tools will truly expand choice or simply consolidate power in specific hands.
