Ocalan Moves to New Imrali Facility Amid Stalled Peace Talks

Nov 2, 2026 •World News

Mithat Sancar broke the news on Saturday. Speaking to Medya Haber TV, the DEM party legislator confirmed that Abdullah Ocalan now occupies a newly built section of his island prison. The jailed PKK founder has spent 27 years in solitary confinement. Sancar argued this physical change demands immediate action from Ankara. He noted the peace process has sat frozen for two months. "The process cannot proceed with unilateral expectations and demands," he stated.

Pervin Buldan offered a cooler read on Sunday. She claimed Ocalan personally announced the transfer. Yet, she dismissed its political weight. "This new facility is part of the prison; it is not somewhere outside the prison," she told AFP. Moving rooms does not redefine his legal status, she insisted. The location remains a prison.

Kurdistan24, an Erbil-based outlet, paints a different picture. They describe the space as a distinct house constructed specifically for Ocalan on Imrali island. This structural upgrade signals a shift. Observers view it as groundwork for granting him a more active voice in the peace talks. Kurdish negotiators have long demanded better conditions for their leader. It remains a central pillar of their strategy to end the decades-long conflict.

The roots run deep. Ocalan founded the PKK in 1978. The group initially sought an independent Kurdish state. Later, they pivoted toward autonomy and expanded rights for Turkey’s Kurds. That demographic represents an estimated 15 to 20 percent of the national population. In 1984, the organization launched an armed campaign against the Turkish state. Ankara, Washington, and Brussels all designate the PKK a terrorist entity.

The blood toll is staggering. More than 40,000 people have died in the violence. Ocalan has languished on Imrali, a rocky outpost in the Sea of Marmara, since his capture in 1999.

Recent developments accelerated the diplomatic track. Last February, Ocalan ordered the PKK to disband and disarm. The group complied, announcing its dissolution that May. In August, Turkey’s parliament passed a law offering limited amnesty to PKK fighters. The leadership continues to press for Ocalan’s release. They see his freedom as the key to unlocking the final stages of this fragile process.
