A Missouri foster mother facing charges for swapping a teenage girl for a monkey walked free from prison after a judge suspended her sentence and issued a scathing rebuke of the state's child welfare system. Brenda Deutsch, 70, received a seven-year prison term for child endangerment, yet Lincoln County Judge Thomas Frawley revoked its execution in favor of three years probation. This ruling allows her to remain at liberty provided she follows strict conditions, a decision reported by FOX2 St. Louis that sparked immediate outrage among victims' families.

Judge Frawley did not mince words from the bench, revoking Deutsch's foster license and directing his anger toward Missouri authorities for permitting someone with such a record to retain it. He then turned to the court to apologize directly to the alleged victims, admitting the system had failed them profoundly. The outcome left Brina Johnson, Deutsch's biological daughter who testified regarding abuse allegations, feeling devastated by the lack of real consequences.

"I'm kinda lost for words because this is not the end we wished for," Johnson told FOX2 after hearing the verdict. She noted that a teenager in the courtroom was the foster child at the center of these horrific claims. According to court records obtained by Fox News Digital, Deutsch admitted sending the girl, now 17, to Texas to stay with a friend she knew nothing about. The investigation started when Deutsch requested permission for this trip, but five days later an anonymous tipster alerted the Missouri Department of Social Services Children's Division of physical and mental abuse claims against her.

Investigators subsequently uncovered the disturbing allegation that the girl had been traded for an exotic animal while living in Texas. Deutsch allegedly told her friend she could keep the child but insisted on keeping the check herself, according to documents cited during proceedings. A witness described the unsanitary conditions at the Texas home filled with exotic animals before the teenager came into the custody of local protective services there. The girl recounted being struck with objects like paddles and shoes, stating once that she tried to soften blows by lying on the floor.

Deutsch also reportedly took away the girl's clothes and threatened her death if she did not shut up, documents say. Upon leaving the courthouse, Deutsch declined comment but shielded her face with a piece of paper before driving away. Over the years, she has reportedly fostered more than 200 children. Despite her disappointment in the legal outcome, Johnson found some validation in the judge's admission that the system failed everyone involved.

"It was good to know somebody knows from the other side of the street, that this shouldn't have happened," Johnson said. "None of it should. And the system did fail us, failed them all.
