Immigrant Faces Charges After Allegedly Stabbing and Attempting to Kidnap Teen in Baltimore

Nov 3, 2026 •Crime

A 23-year-old man from Sierra Leone is facing a barrage of charges in Baltimore, Maryland, after investigators allege he stabbed a 15-year-old girl and attempted to kidnap her inside a residence. The incident occurred just three years after Barrie entered the United States under the Biden administration.

Abubakarr Barrie, identified by the Department of Homeland Security as an illegal immigrant, is accused of picking up the victim and transporting her to a basement property he was renting at the time. Inside that space, he allegedly stabbed the teenager repeatedly until she managed to escape and run away. The attack took place on Oct. 22, and police arrested him two days later. ICE immediately lodged a detainer against him upon his arrest.

The pattern of behavior raises serious concerns about enforcement failures. Earlier this year, the New York City Police Department arrested Barrie on charges of third-degree possession of a forged instrument. At that point, ICE also placed a detainer on him. Despite this federal hold, New York City officials released him in July. Multiple reports indicate he was working as an unlicensed cab driver during this period.

DHS Secretary Markwayne Mullin issued a sharp statement blaming sanctuary policies for the tragedy. He argued that Biden’s open borders allowed Barrie into the country, while sanctuary politicians in New York refused to honor ICE’s detainer and released him after his prior arrest. Mullin urged Baltimore County authorities to avoid repeating New York’s mistakes, insisting they must honor the current ICE detainer to prevent further harm to Americans.

Barrie entered the U.S. through Arizona in December 2023. Border Patrol agents arrested him at the time, but he was eventually released under the previous administration. Fox News Digital has reached out to the NYPD and City of New York for comment.
