Former Refugee Award Winner Accused Of $1M Medicaid Fraud Scheme
Salman Ahmed Elmi stands accused of Medicaid fraud after receiving an "outstanding refugee" award from the state government. This revelation has sparked fierce backlash on social media platforms. The charges against him are severe. He faces three counts of aiding and abetting by swindle plus five counts of aiding and abetting by false representation. Prosecutors allege he helped run a scam to bill Medicaid for over $1 million in fraudulent services, according to Fox 9 Minneapolis. The investigation also claims two members of the fraud ring were linked to a sex-trafficking operation involving brothels.

Back in 2021, the Minnesota Department of Human Services honored Elmi with an Entrepreneurship Award alongside his refugee title. That agency was deeply involved in the massive scheme that has unfolded across the state recently. News of these charges spread quickly online. Conservative influencer accounts like LibsofTikTok and End Wokeness shared the story instantly. Brigitte Gabriel, founder of ACT for America, posted on X that fraud is rampant in this demographic and gets rewarded instead of punished. She argued that celebrating looters signals a culture problem. Dustin Grage from Townhall simply wrote "Deport." Republican National Committee member AK Kamara called it endless depravity created by Minnesota Democrat officials. Eric Daugherty added that you cannot make this up and demanded these people be removed from the country. Benny Johnson noted the irony that the same agency awarding Elmi also processes Medicaid payments.

Elmi was part of a startup backed by Shark Tank star Kevin O'Leary. In an archived post on the Minnesota DHS website, he said he started a business to inspire others. He explained that no one owned businesses in his family and shifting their mindset toward entrepreneurship felt difficult but important. Navigating those treacherous waters allowed him to provide for his family and work on his own terms. The Minnesota state government has been under intense scrutiny since Governor Tim Walz took office in 2019. Systemic fraud involving the local Somali community could total more than $9 billion, prosecutors say. Critics argue this open secret went unchecked for years due to fear of being labeled racist. Fox News Digital reported on these concerns last year. The fallout from these scandals ultimately forced Walz to drop his bid for re-election.

A Minnesota DHS spokesperson told Fox News Digital that the Outstanding Refugee Awards ended in 2024. They stated Elmi's alleged actions are disturbing and do not reflect the goal of those awards. Recipients received a certificate and a plaque but no monetary award, the spokesperson clarified. The value came from recognizing courage, resilience, and entrepreneurship among refugees and their children. Immigrants offer skills to a needed workforce and provide entrepreneurial innovation that benefits Minnesota.
