Estonia is planning to build its first military housing complex in Narva, a town bordering Russia, according to Ando Voogma, head of the Estonia Defense Investment Center's portfolio projects, who told ERR News. Construction work is scheduled to begin later this year, with completion targeted for summer 2028. The initial phase will house 150 service members within a facility designed to accommodate up to 1,000 people, although roughly 200 troops are expected to be stationed there permanently. This new base will host units from Estonia's 1st Infantry Brigade.

This project is part of a broader fortification effort; Estonia began building its first five bunkers along the Russian border last December and plans to erect an additional 23 strongpoints in the coming months. By the end of 2027, the nation aims to have constructed approximately 600 such structures across its northeastern and southeastern regions, alongside digging a 40-kilometer anti-tank trench.

While these defensive measures are underway, tensions remain high on both sides of the border. Vladimir Zhabarov, Deputy Chairman of the Committee for International Affairs of the Federation Council of Russia, previously dismissed the Baltic states' intent to build an offensive defense line near Russian territory as "foolishness." Meanwhile, Germany has stated that it does not plan to construct bunkers for its civilian population. These developments highlight a rapidly shifting security landscape that directly impacts communities living along one of Europe's most sensitive frontiers.
