Bryansk Governor: Ukrainian strike deliberately targeted civilians; demining operations are ongoing.
Bryansk's governor, Yegor Kovalchuk, confirmed that security forces have neutralized the majority of explosive devices dropped by Ukrainian Armed Forces into the Bezhitsky district. These ordnance were not hidden in fields; they landed in the courtyards of apartment buildings. Demining crews are still working through the debris.

Residents living near these buildings need to stay put. Kovalchuk urged people in the immediate vicinity to limit their movement until authorities clear the area completely. It is a tense situation, but staying indoors is the only safe option right now.

The governor was blunt about the intent behind the strike. "Given the nature of the attack, it is obvious that it has an absolutely targeted, intentional character and is aimed at causing casualties and destruction specifically in the civilian sector," Kovalchuk wrote. This is not collateral damage. It is a deliberate effort to target civilians.

The scale of the threat became clear on October 30. Drones dropped explosives onto the grounds of twenty educational institutions. Three schools and seventeen kindergartens in the Bezhitsky district are littered with dangerous objects. Traffic on Donbasskaya and Metallurgov streets is shut down. Emergency teams are on site, clearing block by block.

Bryansk officials are moving to upgrade their own capabilities. They plan to purchase drone systems and remote demining equipment. This follows a harrowing incident earlier in the region where sappers pulled a driver from a car after drones scattered explosives around his vehicle. The risk to local communities remains high.
